alert right now with the news this hour that a letter addressed to president obama contained a suspicious substance. the letter was intercepted as a screening facility and initial tests show it could contain the deadly poison ricin. the fbi says it's very lard to a letter sent yesterday to senator roger wicker of mississippi. which also tested positive for ricin. a third suspicious package may have arrived at the office of alabama senator richard shelby. investigators do not currently believe there is a connection to the bombing in boston. meanwhile, law enforcement officials in massachusetts are combing through more than 2,000 tips, looking through photos like this one, shall shows a bag sitting by a mailbox before the explosion. it is unclear at this point whether or not the bag has any relevance, but appears to be near the center of the explosion. president obama will be in boston tomorrow to attend a memorial service for the victims. for the loved once of those killed and maimed in the explosion, there is only confusion and many unanswered questions. joining me today here i

workplace. while the number of inspectors has grown under the obama administration, osha just has 2400 inspectors for 8 million work sites. roughly one inspector per 60,000 worke workers. we talked last night about f fatalities from terrorism and gun deaths and we didn't talk about workplace. 3,000 americans died from terror attacks and during that same time. 335,000 americans died from the hands of a gun and over 60,000 workplace deaths. you would think on the day after one workplace fired up an entire town, the man that works for president obama, the day he went before a senate committee, after a factory explosion not inspected for almost 30 years, perez would be asked about it and you would be wrong. during the entire hearing no one saw it relevant to raise a peep about west or osha. they did find time to ask about a favorite right wing bugaboo. total questions about osha, zero, total questions about the new black party panther voter intimidation case, one. >> and i will talk about one who has covered workplace safety regulation more than any other journalist i know. welcnew york st

that he is now. i think one of the lessons in the learning curve for president obama has been the importance of communication. a lot of different issues that are important to him to his presidency. you do have to have the presence. the whole purpose of these kinds of acts of terrorism is to destabilize you, make you afraid to get on the subway. to make you afraid to go into a mall. to make you afraid, no matter where you are, even if you're far from the actual incident. having sort of one person that is constantly communicating with you is very important. i mean we learned after 9/11 that when george w. bush didn't do it, rudy giuliani stepped in. so the whole country was waiting for him to come on the television for those first couple of weeks, because you didn't see the president. and i think president obama has learned the lesson that you do have to speak early, speak often, speak confidently and i'm glad he's kind of cautious, to be honest with you. i know sometimes there's a fetish in american for sort of bellicose language. it makes us feel we're going to get whoever did it

fbi and obama administration at this point. there are things we are learning in classified settings they can't talk about publicly yet. but there has been some dispute today about whether or not the fbi had been contacted by russian authority more than once. there may be some terminology that is confusing that or perhaps there's other reporting. but in talking with dianne feinstein, chairman of the senate intelligence committee and has perhaps the greatest access to information, she is saying that to her understanding, it was only once by the fbi and there are some indications and pete is reporting that the cia had been contacted. when you hear that russian government contacted the u.s. government more than once about tamerlan tsarnaev, it may be different agencies involved. there are questions we are hearing from republican members wanting to know more about what nbi may have known when the suspect who is now deceased came back from russia after a six-month trip. questions about, was there any way that more information might have been available. in talking to other senators, they p

answer it this, but i feel like i should ask anyway, one of the things that obama administration did shortly after taking over from the bush administration is that president obama established an elite high value target special interrogation team. which he said that he would use for any high value terrorism targets that would be sort of the state of the art a-team on interrogations. this is a federal case. this guy is in fbi custody. is this the sort of case in which the president's a team on interrogation would be called in or would this be handled by your standard professional fbi interrogation team? >> i would say the high value target team would be in boston already and they want it interview this guy. these are u.s. citizens. and whatever the protocol that that high value team developed, is going to have to come into play. you remember, this guy came to the u.s. when he was 8 years old. he is a u.s. citizen. all of his rights are afforded but i would say that team is there. and if they are not the ones doing the interview, they are standing outside the door talking to the agent w

response. >> the obama administration has okayed the suspension of the suspect's miranda rights. is that a temporary suspension? >> reporter: yes, by law it is. it's called the public safety exception to the miranda rule. normally you have to tell someone they have a right to remain silent and if you don't, then you can't use anything they tell you in court. so that's why the miranda warning is given. but there is an exception. you don't have to do it if there's a possible threat to public safety. and here obviously there's a concern about whether there are potential accomplices. investigators say they haven't found any. or other explosives. they say they haven't found any of those either but that's what they want to ask him. and this exception probably begins to expire the moment you invoke it so it's probably no good for more than a day or two but nonetheless they can do that. afterwards they'll have to give him his miranda warning and say whether he'll continue to answer questions. the justice department says even in very serious cases like this, most people in custody do continue to

condolence to president obama. there's been a national security meeting. the white house says previously scheduled. but there was a gathering of all the top officials around 11:15 this morning. our google hangout plus with secretary kerry was postponed at the last minute today for obvious reasons. secretary kerry is leaving for istanbul for a meeting with president erdogan as he continues with his mission to try to sort out policy and the way forward, in syria, and then going to a nato meeting in brussels. there's a lot of balls in the air right now but principally we have a law enforcement challenge on our hands and it is being from all accounts, it is being handled brilliantly by massachusetts, boston and local, state and local police, all coordinating through governor patrick and other law enforcement officials the massachusetts emergency management team, the federal authorities, and all of course reporting to and coordinated by the fbi. this is the system that was put in place after the worst tragedy america endured, 9/11. after that, we had hearings, we had investigations, the creat

mobilized state resources to help local authorities. a white house official says the obama administration has been briefed on the situation. they continue monitoring local and state response through the federal emergency management agency. in addition to tending to those who have been injured, officials are concerned about the possibility of a secondary explosion. a texas state official gave a briefing early this morning and said that, quote, there are still active ingredient there's. and that the fire continued to burn. with active ingredients, we can only assume he means dangerous chemicals that could lead to a secondary explosion. to the force of that blast. it was felt, reportedly, as far as 70 miles away. our own charles hadlock, was 60 miles away at the time. and he felt that explosion. and one official who got an opportunity to survey some of the damage said it was massive. the damage was massive. it looked just like iraq. and looked just like the oklahoma city bombing. that's how severe that damage was. again, residents have been told to evacuate from nearby areas.
